Résumé :

After introducing briefly some historical milestones, actions that have been developed by Japanese governments since 1995 will be presented from the Basic S&T Law to the three Basic Plans. Then evolution of R& D budgets from 1995 to 2008 is considered and compared to main industrialized countries with a special emphasis on the origin of the funds: industry, government and others.

In the second part first are presented general figures concerning Japanese Higher Education system (evolution of students’ undergraduate, graduate and foreign population, etc.). Then the 2004 reform introducing “National University Corporation” is discussed putting emphasis on the main changes that have been introduced. Some practical results are given.

Finally the structures that have been developed to create an innovative and internationally competitive regional network based on association of public and private research centers will be presented.
